John Hull, 48, was seen by police driving a Ford Fiesta on the B5302 in Silloth at around 8.30pm on Friday, August 18.
Their attention was drawn to the vehicle due to a defective brake light and the speed at which it was travelling, Workington Magistrates’ Court heard.
Glenn Anderson, prosecuting, said there was a police pursuit and Hull rammed the police vehicle on two occasions.
Mr Anderson said the starting point for the offence was 18 months in custody.
He said the defendant, of Raffles Avenue, Carlisle, had a “very poor” record for bail. No bail application was made.
Hull pleaded guilty to driving a motor vehicle dangerously, driving a vehicle otherwise than in accordance with a licence and driving with no insurance.
Mike Woolaghan, defending, said the offences were significantly beyond the court’s sentencing powers.
Magistrates committed the case to Carlisle Crown Court for sentence on September 22. Hull was remanded in custody.
